By January 2027, every California CUPA is asked to operate on a system aligned with CERS NextGen. The platform CalEPA chose is Salesforce. We build a bespoke accelerator for your county on that platform, configuration first, using Salesforce Public Sector Solutions best practices. The compelling events
California's 81 CUPAs and 58 county Environmental Health agencies are inside the most compressed modernization window in two decades. Five forces are landing inside the same eighteen months. Each one is a credible reason to evaluate. Together, they make the legacy stack unsustainable.
CalEPA’s statewide replatform is on Salesforce.

Why Salesforce
CalEPA selected Salesforce for CERS NextGen and received a $4.5 million Technology Modernization Fund award for Phase 1. The state platform of record for unified program data exchange is Salesforce. A county modernization that aligns to the state platform eliminates the integration tax and the CME and EDT remediation work that legacy stacks now require to keep exchanging data with CERS.
Salesforce Public Sector Solutions is configurable by your CUPA staff, not by your vendor's release cycle. When AB 1716 changed business plan site map requirements, a configurable platform absorbs the change in days. A legacy permitting suite waits for a vendor release.

ReDEFY's co-founders Manosh Chakravorty and Karthik Akula built Incapsulate into the number one ranked Salesforce partner in Public Sector, acquired by Accenture in 2023, and went on to lead the Salesforce Business Group at Accenture from 2023 to 2026. That team's CERS-certified CUPA platform on Salesforce Public Sector Solutions is live at a large California county, replacing Accela. ReDEFY brings the same playbook in a smaller, faster delivery model.
